Should the highly protected marine areas plan be rethought?

I have reported instances of fishing boats dredging at night in marine conservancy areas to SEPA who have done nothing other than the normal bland and unresponsive remarks. I had met one of the two field workers and he was a former Norwegian fish farm worker, who basically had nothing to say but good for his former employers. In all honesty Scotland needs an organisation of coast watchers, filming all that happens.
